docs: Phase 14 merged, and a rule from its last bug

Summary

Two follow-ups to Phase 14 (#30), documentation only:

• docs/14-status.md moves Phase 14 among what is built (Phase 14: feeds and everyday tools #30, 2026-10-05); nothing is in progress until the next phase starts.
• AGENTS.md gains a rule under "Code that tends to go wrong": a row in a keyed lazy list that can leave the list and come back holds no rememberSaveable state such as rememberSwipeToDismissBoxState. The list restores that state under the same key, so the row returns as it left. This is the bug where a feed put back by Undo in Edit feeds came back swiped away and was removed again; the review pass missed it and a device test found it.

Test plan

Documentation only; no code or resources change. CI's checks cover the rest.
