强化发布打包流程与中文 AutoHotkey 报错工作流

摘要

• 添加仓库内置的中文 AutoHotkey 运行时打包检查，并更新发布文档。
• 将 ReleaseX32 和 ReleaseX64 改为打包时生成的暂存目录，不再跟踪重复的运行时文件树。
• 添加 Windows 验证 workflow 和手动打包 GitHub Actions workflow。
• 添加 WebView2 Fixed Runtime 准备脚本，用于按需生成带运行时的发布包 artifact。

说明

• Package workflow 仅支持手动触发，并会把生成的 zip 文件上传为 workflow artifact。
• 只有在请求 runtime 发布包时，才会下载 Microsoft WebView2 Fixed Runtime。
