FIP: factory-friction prescribes an area:factory label that does not exist in the workspace #2350

  • Shape: a shared command's filing step names a label that does not exist in the tracker workspace, so the documented filing command fails
  • Evidence: factory-friction step 7 says to label OPS/FIP items area:factory. factory ticket file --area factory failed with "label(s) do not exist in this workspace: area:factory", plus a generic factory init --control-plane ... hint that points away from the real cause. Existing FIP issues (OPS-677, OPS-753) carry only type:maintenance + source:agent. Filing succeeded after dropping --area.
  • Suggested layer: shared command
  • Repeat: yes — every factory-friction run that follows step 7

Fix sketch: either create area:factory or change step 7 to omit the area label; separately, make ticket file report the missing-label error without the unrelated factory init hint. Same class as F-3 (non-canonical labels).
