FIP: commits cite a guessed ticket ID before the issue is filed

• Evidence: Three times in one session a fix was committed citing the next expected ID before filing; the tracker assigned different IDs because other issues were filed in between, so three commits and their code comments had to be amended. The floor already says to file before the first edit, and the violation recurred anyway.

Fix sketch: bin/check-commit-msg.sh resolves the cited issue ID against the control plane and rejects IDs that do not exist (network-gated the same way as tools/ticket.mjs).
