CLDR-18948 Investigate coverage

CLDR-18948

• This PR completes the ticket.

Progress

• fixed to cover all paths
• added test to verify consistency of results with coverageLevels.xml
• generated (provisionally) text files for all TC locales.
• added a Readme with the format of the files
• changed the finalLevel to elseLevel, add an 'or' and indenting for clarity.
