Summary

• Bump version to 0.3.0 (pyproject.toml + init.py)
• Release changelog via kacl-cli
• Replace draft_release workflow with Kidger-style auto-release (patrick-kidger/action_update_python_project@v8)
  • Triggers on push to main, compares version against PyPI, publishes if new
  • No more SSH keys, bump-my-version, or pushing to protected branches
  • Changelog verification: release fails if CHANGELOG.md has no entry for the version
• Remove bump-my-version config and dev dependency
• Make version static in pyproject.toml (was dynamic via hatch)

When merged, CI will auto-publish 0.3.0 to PyPI and deploy docs.
