chore: update Go, linter, and dependencies - #157

Go 1.23 -> 1.27, golangci-lint v2.4.0 -> v2.13.2, and a minor/patch
refresh of all dependencies (OTel 1.37 -> 1.46, wazero 1.7.2 -> 1.12.0,
testify, zerolog, grpc, x/*).
Linter config: disable exhaustruct_v5 (same intent as exhaustruct) and
the deprecated gomodguard, migrate gofumpt extra-rules to extra.*, and
refresh the canonicalheader exclusions whose message text changed.
Code changes are golangci-lint --fix output for the new Go 1.27
modernizations (interface{} -> any, new(v), reflect.TypeFor/TypeAssert,
promoted fields in composite literals) plus t.Chdir and a pluginKey
constant for goconst.

Refresh the tech stack: Go 1.27, golangci-lint v2.13.2 & deps.
Follow-up PRs, left out here because they are API migrations rather than version bumps:
github.com/google/go-githubv57 -> v77github.com/urfave/cliv2 -> v33c53dca("Fix verify exported functions") to http-wasm/http-wasm-host-go so thereplacedirective can be dropped. It is the only commit not contained in upstream v0.7.0.
