chore(templates): update vercel-ai-sdk overlays to ai v7 and @ai-sdk/openai v4

What

Bumps the vercel-ai-sdk overlays of both CLI templates to the current AI SDK majors and moves the chat route off the deprecated result.toUIMessageStreamResponse().

Changes

• templates/{openui-cloud,openui-self-hosted}/overlays/vercel-ai-sdk/manifest.json: ai ^6.0.x → ^7.0.111, @ai-sdk/openai ^3.0.x → ^4.0.72 (self-hosted also switches from exact pins to caret ranges, matching the cloud overlay).
• Regenerated both overlay package-lock.json files (same merge logic as scripts/manage-starters.mjs).
• src/app/api/chat/route.ts in both overlays:

  - return result.toUIMessageStreamResponse();
  + return createUIMessageStreamResponse({
  +   stream: toUIMessageStream({ stream: result.stream }),
  + });

Test Plan

• Verified locally: composed both template + overlay apps from the repo (as the CLI would), npm ci against the new lockfiles, then tsc --noEmit, eslint on the route, and next build all pass for both.
• Smoke-tested the self-hosted route with next start + curl POST /api/chat: it streams a valid UI message stream (start → text-start → text-delta …).
• CI cli-e2e-overlays covers the vercel-ai-sdk overlay for both templates.
