Prevent automatic replay of tag releases on fallback runners - #57
Conversation
📝 WalkthroughWalkthroughThe release workflow no longer falls back to GitHub runners after version-tag push failures. New Ruby checks validate workflow predicates and runner selection. Documentation defines recovery steps and local test prerequisites. ChangesRelease recovery policy
Estimated code review effort: 3 (Moderate) | ~20 minutes Merge Risk: 🔵 Low · up to Release-tag failures will no longer automatically replay on GitHub runners, reducing duplicate release risk. The change is ready with low residual risk: its policy-test validator should reject unsupported operators, and test-recipe documentation should be updated for consistency. Scope
A Namespace workflow can fail after publishing, deploying, production acceptance, or report upload. The parent failure() fallback then invokes the entire release again on GitHub. This PR disables automatic fallback for release-tag push events while retaining fallback for non-release checks and preserving primary runner selection.
Validation
Boundaries
Manual reruns and separate runs are not made idempotent. Release failures before any effect now also require deliberate operator recovery. The standard-library YAML policy tests require Ruby 2.6+; documented in README. No application, VCL, image, origin, provisioning or secret changes.
Review Contract
Governing local artifacts: Pipely PEP-0001 / SPEC-0001 / IMPLEMENTATION-MANDATE; parent Changelog PEP-0018, incident BUG-0013. Private governance is intentionally not published.
