Adds CO-RE eBPF tracers (tcp_retrans per-destination retransmit counter and biolatency block I/O histogram) with libbpf userspace loaders and Makefiles, two commented sysctl tuning profiles (network-latency, high-throughput) with a backup/revert apply script, before/after benchmark harness scripts, a systemd unit to apply a profile at boot, benchmark methodology docs, shellcheck + eBPF compile CI, and a rewritten README.

The eBPF programs referenced trace_event_raw_* context types that are not part of BTF, so they could never compile against vmlinux.h; both tracers now use kprobes with plain struct pointers. CI also failed because Ubuntu no longer ships a standalone bpftool package: it now installs the kernel linux-tools packages and symlinks the real bpftool binary, and shellcheck runs at severity=warning so advisory SC1091 notes no longer fail the build.
