Resolve each consumer main branch through the GitHub ref API, then retrieve its lock and skill at one immutable commit. This prevents stale mutable raw URLs and mixed-revision reads after publication.
Validation: all thirteen tests passed; the live audit passed for CLI, Web source, and production.
