* no `apt-key` means we must specify `signed-by`. Only do this for Debian 13 currently, so that we still exercise the `apt-key` method on Debian 12 * To use `signed-by` for the Raspbian repo, we need to download the static key stored in this repo in an earlier commit. * The same applies to Ubuntu 26
