iOS 0.82.1: TurboModuleRegistry.getEnforcing('ImageLoader') not found at launch, although RCTImageLoader is fully linked in the binary #58693

Description
On launch, the app throws TurboModuleRegistry.getEnforcing(...): 'ImageLoader' could not be found. The crash happens while React Native converts that exception into a JS error (convertNSExceptionToJSError → convertNSArrayToJSIArray → Hermes string allocation → crash in Hermes GC).
The class is present in the binary. nm on the archived binary shows _OBJC_CLASS_$_RCTImageLoader, +[RCTImageLoader load], +[RCTImageLoader moduleName], -[RCTImageLoader getTurboModule:], and the NativeImageLoaderIOSSpecJSI symbols. Codegen runs successfully, and the generated RCTAppDependencyProvider and RCTModuleProviders files look normal.
Already ruled out: disabling all stripping (COPY_PHASE_STRIP, STRIP_INSTALLED_PRODUCT, DEAD_CODE_STRIPPING), adding an explicit pod 'React-RCTImage', and AppDelegate (matches the standard RCTReactNativeFactory template).
Steps to reproduce
- Build pocketpal-ai (RN 0.82.1, New Architecture, Hermes) with
use_frameworks! :linkage => :static, usingxcodebuild archivewith CODE_SIGNING_ALLOWED=NO (GitHub Actions, macos-15, Xcode 16.4) - Install on an iPhone 14 Plus running iOS 16.1
- Launch the app and tap "Skip" on the first onboarding screen
- App crashes with the ImageLoader TurboModule error
