fix(web): the app shell brand row takes the full lockup - #17

/today still read as too small. The shell was on the compact `sm` step, which the marketing footer also uses, so it could not grow without dragging the footer with it. It moves to `lg` instead — 56px on a phone, 80px from `sm` up, the same as the sign-in page. The marketing nav could not take that size because it shares its row with the "Sign in" button and the light branch of the lockup is the mark plus the word "OutreachGraph".
