Planner: segments work without open or link tracking - #132

Opens and clicks are off by default (the planner's own rule is a plain-text first email), so every engagement play found nobody: the first live tick launched nothing. When a workspace tracks neither, segments use what is known: written to, delivered, no reply (engaged = a positive reply or no reply). The planner page and GET /planner say which mode is in use.
