Implements the actual prober app (uptime-monitoring-prd.md §12) — prober/ previously had only deploy scaffolding, so deploy-prober had nothing to build. Adds a standalone BullMQ worker that runs bounded nmap -sT -Pn --top-ports 100 scans and returns the open-port set, plus the shared lib/prober.ts contract. Builds clean.

The prober/ folder only had deploy scaffolding — no app — so deploys had
nothing to build (npm ci failed). This adds the actual worker:

- prober/ standalone workspace (package.json + lockfile + tsconfig + src):
  a BullMQ Worker that dials OUT to Redis, pulls jobs off the "prober"
  queue, runs bounded `nmap -sT -Pn --top-ports 100` TCP-connect scans, and
  returns the open-port set as the job return value (no DB on the droplet).
  Defensive host validation blocks internal ranges.
- lib/prober.ts: shared PROBER_QUEUE + PortScanJob/PortScanResult contract
  for the Railway producer/result-handler side.

Builds clean; the deploy-prober Action can now npm ci + build + run it.
