feat: Profullstack webring links in the footer - #177

Adds the Profullstack OpenWebring links (previous / ring home / next, from=https://aiornot.vote/) to the shared SiteFooter footer-bottom row, so every page server-renders them, and serves /.well-known/openwebring.json (slug aiornot-vote) from apps/web/public. Bumps the version to 0.2.2 (release cut after merge, as with 0.2.1).
On the committed tree: typecheck passes, vitest 192/192, next build passes.
