• add a reusable, escaped Blade empty-state component
• use consistent localized empty states for tables, sortable layouts, search, and notifications
• distinguish active filters from pagination and sorting while preserving unrelated query parameters when filters are cleared
• hide the notification modal footer when no actions are available
