[BUG-NOK]: Infrastructure - Locations - Duplicate Regions / Sites / Sub-Regions creation using identical names are allowed.

Bug Description

1. Login to web-UI with appropriate user privileges.
2. Navigate to Infrastructure -> Locations. Ensure there are few Regions / Sites / Sub-Regions present.
3. Try creating duplicate Regions / Sites / Sub-Regions with identical names.

It can be observed that creation of duplicate Regions / Sites / Sub-Regions names are allowed.
These have to be rejected using validation checks for existing names.

@ss5829 Based on the current documentation, I believe this behavior is by design, as location names (Regions/Sub-regions) are not required to be unique. These entities are uniquely identified using their resourceId, rather than by name. This is also reflected in the documentation. We will need to confirm with the team whether this same behavior is intended for Site names, as this is not explicitly documented today.

That said, this behavior can lead to confusion, especially when multiple locations share the same name and are difficult to distinguish in the UI.
