Automated skill-sync proposal.

I compared .agents/skills/* and .claude/skills/* against
skills-lock.json, then synced the current source for each skill.
By default, .claude/skills/* entries are symlinks back to .agents/skills/*.
Companion files are covered by symlink mode, or copied when symlinks are disabled.
Legacy .devin/skills/* copies are removed when present.
Frontmatter fields other than name and description are preserved
untouched on existing derived files.

To disable derived symlinks for this repo, add:

useSymlinks: false
