Seed Pi's own mcp.json instead of loading the never-installed pi-mcp-adapter, and close the turn on agent_settled, since agent_end now precedes retries.

Pi 1.1.0 ships MCP and codemode, so the harness seeds its mcp.json instead of the pi-mcp-adapter no image installed. The parser closes the turn on agent_settled, since agent_end now precedes retries.
