Renewed release review — draft blocker
This PR remains draft. Moving the shipped database runtime across two major versions is a product/release and persisted-data decision even when the rehearsal is technically sound. The repository still needs an owner-approved production backup, rollback, outage, compatibility, and support policy; CI against disposable volumes cannot authorize upgrading user data.
The exact package/manifests and migration tests remain useful evidence, but this must not auto-close the Issue or be described as merge-ready until the release owner approves the production migration plan.
