ci: build releases without calling private workflow

Summary

• Remove the release job's call to a private landing-page reusable workflow. GitHub does not allow this call from the public CLI repository.
• Keep release checks, cross-platform builds, checksums, and asset uploads in the CLI workflow. The private landing repository now owns the mirror schedule.

Validation

• make check passed.
• Workflow YAML parsed with only the release job.

This change should merge before the next GitHub Release so asset publication can run.
