chore(windows): don't start chromium backend in kmshell for non-ui actions #11901

Currently, kmshell will always start chromium, even for actions where no UI is ever presented. This is bad for performance because it starts multiple unnecessary processes in the background.

When this is done and if we have updated the to a newer CEF with this issue: #16310 then we should be able to remove GlobalCEFApp.DoNotDeElevate = True in the configuration settings, as long as none of the UI kmshell instances run elevated.
