Prepare the 0.8.13 release by documenting the user-facing changes since v0.8.12: LaTeX math rendering in Live Preview tables and the fix for PDF previews using Windows extended-length paths.
Update the desktop app, native backend, Web Clipper, and corresponding lockfile versions to 0.8.13.
