Adds Disensor, an MIT licensed Python CLI and GitHub Action that validates and CI-enforces residue declarations from adversarial AI code review (controlled disagreement method, DOI 10.5281/zenodo.21633495). It runs no models and needs no API keys: it validates JSON artifacts already versioned in the repo. Entry placed in alphabetical order under Tools. The project gates its own PRs with the Action it publishes.
