Implement splidejs in gutenberg

Description

This block utilizes splideJS, with attributes that mirror most available splidejs slider options. Relies on a secondary custom block to use as individual slides which will be added shortly

Installation

1. Upload the plugin files to the /wp-content/plugins/gutenberg-splide-slider directory
2. Activate the plugin through the 'Plugins' screen in WordPress
