Summary

Remove all --all-features usage and standardize on an explicit “full non-GPU” feature set, with helper scripts for build/test.

Why

We want to keep the default/CI feature set explicit so future GPU features can be added without being pulled in by default.

Changes

• Replace --all-features in docs, templates, and CI/CD with explicit feature lists.
• Add scripts/build-all.sh and scripts/test-all.sh to centralize the full non-GPU feature set.
• Update docs.rs metadata to use explicit features.

Behavior / API impact

• No runtime behavior change; build/test/coverage/publish commands now opt into explicit features instead of all-features.

Edge cases considered

• CI/CD and release build workflows keep building all bins, but now use the explicit feature set.
