Attempt to enable Volley SNAPSHOT builds on Sonatype Central. - #471

OSSRH is shut down, so we must migrate to Sonatype Central. This in turn requires additional changes: - A new publishing plugin that supports Sonatype Central. There is [not yet an official plugin](https://central.sonatype.org/publish/publish-portal-gradle/), but other notable OSS (Dagger, Glide) and Google ([JSpecify](jspecify/jspecify#860)) projects are using com.vanniktech:gradle-maven-publish-plugin, which should work for now. - This plugin requires JDK 17, Gradle 9, and Android Gradle Plugin 8.13.0. - The updated JDK requires a newer ErrorProne. - The newer ErrorProne has additional checks which fail and need to be disabled for now. None of these changes are expected to impact clients though they may need to update their build tools as well. The minSdkVersion remains unchanged. New repository secrets have been added with the needed publishing credentials. Builds are verified locally but actual SNAPSHOT uploading won't be tested until this commit is approved. See google#464

None of these changes are expected to impact clients though they may need to update their build tools as well. The minSdkVersion remains unchanged.
