Rewrite of #15187 by @tamird (Tamir Duberstein), based on QEMU emulation for running the filter compilation step. As a side-effect and simplification, this removes the fallback for when `RET_KILL_PROCESS` is not available. As gVisor no longer supports kernels older than 5.6, `RET_KILL_PROCESS` should always be available. PiperOrigin-RevId: 994803941

As a side-effect and simplification, this removes the fallback for
