netstack: routes should be deleted whenever an interface goes down #14961

Description

When an interface goes down, Linux always deletes the routes through it, rt6_disable_ip()

In #13532 route deletion happens as a side effect of address deletion: in removeIPv6Addrs (pkg/sentry/socket/netstack/stack.go), so when shouldRemoveIPv6AddrOnDown decides to keep an address, we keep its route too.
