Note from https://docs.docker.com/compose/compose-sdk/: "Docker CLI version 29.0.0 and later depends on the new github.com/moby/moby module, whereas Docker Compose v5 currently depends on github.com/docker/docker. This means you need to pin docker/cli v28.5.2+incompatible to ensure compatibility and avoid build errors."

Thus, this PR is stalled until Docker Compose migrates to github.com/moby/moby (note that https://www.docker.com/blog/docker-engine-version-29/ announced that github.com/docker/docker will no longer receive updates, which will instead be published at github.com/moby/moby).
