Bind Writers to explicitly acquired Session handles and keep local Writer cleanup separate from capability release. Replace owner-bound runtime, recovery and responder lifetimes with finite Step, Advance/Deliver and reconciliation. Add durable settlement proofs and independent Session/Execution discovery ports; retain cancellation and fencing coverage. Remove host ownership and inbox protocols from Core, update the Core architecture, and keep Core tests independent of agent packages. BREAKING CHANGE: remove implicit Writer ownership management and owner-bound runtime recovery APIs; callers acquire capabilities explicitly and compose finite advancement.

目前 Core 把会话写入权、对话推进和执行恢复绑在同一个实例的生命周期里，这次重构将它们拆开，让模型或工具执行期间不必一直占用会话写入权，并让后续实例能根据持久化记录继续完成同一轮对话，而不依赖一个进程从头运行到尾。
