ERC pages on ercs.ethereum.org missing header (Authors, etc.) and Table of Contents

The ERC layout (preamble table, Authors/Created metadata, auto-generated TOC) isn't being applied to any ERC pages on https://ercs.ethereum.org. The pages render with the default Minima theme instead of the eip layout.

Examples:

• https://ercs.ethereum.org/ERCS/erc-8004 — no Authors/TOC
• https://ercs.ethereum.org/ERCS/erc-8257 — no Authors/TOC

The same proposals on the EIPs site render correctly:

• https://eips.ethereum.org/EIPS/eip-8004 — has Authors + TOC
• https://eips.ethereum.org/EIPS/eip-8257 — has Authors + TOC

Root cause:

_config.yml (line 51) still scopes the eip layout to files under EIPS/:

defaults:
  -
    scope:
      path: "EIPS"
    values:
      layout: "eip"

But in this repo the proposals live under ERCS/, so the scope never matches and no layout is applied.

Suggested fix:

Change path: "EIPS" to path: "ERCS" in _config.yml. This is a site-wide change that affects every ERC page.

It would also be helpful if ercs.ethereum.org/ERCS/erc-N redirected to (or stayed consistent with) eips.ethereum.org/EIPS/eip-N so existing links don't drop the header/TOC.
