🟡 Changes recommended
Unresolved evidence-gating, deduplication, and aggregation errors can produce misleading weekly health reports.

What changed in this PR
Adds weekly evaluation-health reporting that combines retained CI results with workflow evidence to guide evaluation maintenance.
Changes:
- Aggregates reliability, differentiation, pass rates, runtime, and token telemetry across current and prior weekly windows.
- Adds a Friday reporting workflow with agent synthesis and a separate, validated publication job.
- Adds tests for metric classification, resource deduplication, model sensitivity, and ISO week keys.

🟡 Changes recommended
Unresolved aggregation and activation-gate issues can produce misleading health metrics, and the new regression suite is not wired into CI.

Summary
Why
Official evaluation CI produces detailed results, but it does not provide one recurring view of whether the evaluation suite remains reliable, fast, and able to differentiate treatment from control. This automation is intended to keep evals well groomed and refreshed so they continue to provide useful differentiation quickly, while making systemic problems and grooming priorities visible.
What changes
This adds a Friday 17:00 UTC workflow that:
Weekly Evaluation Healthissue and posts one deduplicated report per ISO weekExpected outcome
Each week, maintainers should receive a concise executive view, evidence-based recommendations, recurring and new trends, and plugin-by-plugin skill statistics. This should make it easier to identify unreliable, underpowered, slow, expensive, stale, or non-differentiating evals; prioritize the right maintenance work; and verify whether treatment continues to outperform control reliably.
