With RPM 6 (coming in Fedora 45), rpm will by default always check the signature of installed packaged, and refuse to install packages without signature. When we want to locally test a package that wasn't signed yet, this becomes a problem, so make sure we disable this check. This is a pre-requisite to adding Fedora 45 support later.
