The voting-agenda builder (agenda-planner.tsx) is a drag-and-drop interface — needs a keyboard-operable equivalent to drag-and-drop reordering. Not audited as part of #129 (admin explicitly deprioritised: internal-facing, lower traffic, lower risk).
Suggested fix: Dedicated pass once the public-page backlog items are cleared.
