When changes are only in [docs](https://github.com/datastax/cdc-apache-cassandra/tree/master/docs), there is no need for the CI checks to run because`/docs/` doesn't change the connector's code. It would reduce runner usage to skip CI checks when a PR contains _only_ changes within `/docs/`.
