What this does
Closes out the process audit: the full report with every finding's merged outcome (#356–#370), the verified fork-lifecycle state machine, the held-up ledger (rate limiting, dry-run, kill-safety, the H5 guard all passed), and the considered-and-rejected list so the next audit doesn't re-litigate. Plus one consolidated CHANGELOG entry for the remediation, matching the house pattern from the July sweeps.
27 findings: 2 Critical, 10 High, 8 Medium, 7 Low — 26 fixed, 1 documented wontfix (oxlint's own "warning" wording; exit codes are the contract).
