fix(remote): keep local proxy settings after the remote connects - #1160

Conversation
When the remote leaves `http.useLocalProxyConfiguration` off, VS Code makes the `http.*` proxy settings machine scoped once connected and reads them from the remote. The reload watcher saw that as a change and prompted after every reload, and API requests switched to the remote's proxy. Add `LocalProxySettings`, which keeps the last local values of the five proxy settings, and read them through it for the HTTP agent, the SSH environment, and the reload watcher. A lint rule rejects reading these keys through VS Code's configuration.

Problem
In a Remote-SSH window, every launch shows HTTP Proxy, HTTP Proxy Support settings changed. Reload window to apply., and reloading brings it back.
Remote-SSH starts the server without
--use-host-proxy, sohttp.useLocalProxyConfigurationdefaults tofalse. Once the remote connects, VS Code makes thehttp.*proxy settings machine scoped and reads them from the remote instead of local user settings. As a result:Fix
LocalProxySettingssaves the local values of the fivehttp.*proxy settings while VS Code still reads them locally, and returns those values after the switch.coder.*settings still use the normal configuration.Tip
Until this ships, set
"http.useLocalProxyConfiguration": truein the remote settings to work around it.Fixes #1161
