Kmod to mess with the kernel :-)
Tested with raspberry pi 2, 3 and nvidia tegra Jetson TK1 platforms.

- enable userland access to cpu cycle counter
- IOCTL to flush cache when a full memory barrier (dsb) instruction is not enough:
when a device is not in the same coherency domain as the processors, this may be useful !
