[BUG] 鸿蒙控制中心问题

鸿蒙控制中心按钮状态弄反也是出现挺久的问题了，我看有人提出了pr也没进行合并修复
修起来实在困难的话，你就弄个选项，交换vpn与控制中心按钮的开关状态
