Registers the riscv64 QEMU emulator through Docker (the same tonistiigi/binfmt image docker/setup-qemu-action uses), enabling cartesi build/docker buildx to run Cartesi Machine's RISC-V images without a separate setup-qemu-action step. Linux only, since binfmt_misc is a Linux kernel facility; skipped with an info log on macOS. Opt out with 'setup-qemu: false'. Only riscv64 is registered, not the full architecture set 'binfmt_misc --install all' offers: the Cartesi Machine is a RISC-V guest, so every other foreign architecture would just cost startup time for no benefit. The image is pinned to a known stable tag and its digest (qemu-v10.2.3@sha256:400a4873...), rather than the floating ':latest' tag, so the pulled image is reproducible and verified the same way every other download in this action is.
