Description

Removes Syria (SY) from blockedCountries in p2p/p2p.go, so peers connecting from Syrian IP addresses are no longer rejected with ErrBannedCountry.

The country-level US sanctions that this entry appears to reflect are no longer in force:

  • 2025-07-01 – The US Syria sanctions program was terminated by Executive Order 14312.
  • 2025-08-26 – OFAC removed the Syrian Sanctions Regulations (31 CFR Part 542) from the Code of Federal Regulations.
  • 2025-09-02 – BIS final rule relaxed export controls for Syria; License Exception SPP (15 CFR 740.5) covers EAR99 items, which includes most commercial and open-source software.
  • 2025-12-18 – The Caesar Syria Civilian Protection Act was repealed.
  • 2026-08-24 – Syria's designation as a State Sponsor of Terrorism was rescinded (Al Jazeera, US News).
  • The EU (2025-05-28), UK, Canada and Switzerland have lifted or substantially eased their Syria sanctions as well.

The measures that remain are targeted at specific individuals and entities tied to the former regime; they are not country-wide and do not call for blocking Syrian IP ranges.

Primary source documents (Executive Order, OFAC and BIS final rules, the joint Treasury/State/Commerce Tri-Seal Advisory, Federal Register notice) are collected at https://unblocksyria.com/resources.
