FLUX-911 - Support Laravel 13 - #3

Allow illuminate/contracts ^12.0||^13.0 and laravel-request-logger ^3.0|^4.0 (request-logger 4.x is its Laravel 13 line). Laravel 10 and 11 are dropped: 11 can no longer be installed because Composer refuses every 11.x release over a security advisory. Pest 3 does not support Laravel 13, so the dev tooling moves to Pest 4 (pest-plugin-laravel ^4.1), testbench ^10.0||^11.0, larastan 3 and the phpstan 2 extensions. CI runs Laravel 12 and 13 (the version is now pinned per leg) and builds the release branch.
