FLUX-839 - Test PHP 8.5 in CI - #6

run-tests only triggered on main, so PRs to 3.x (the default branch) ran no tests. The matrix now covers PHP 8.2 to 8.5, with fail-fast off.
phpunit/phpunit ^12 requires PHP 8.3 or later, so composer update fails on 8.2 before any test runs.
