Remove internal deploy runbook from public repo - #267

DEPLOY_HANDOFF.md is an internal ops runbook (server layout, deploy-user setup, secrets list) with no purpose for public users and unnecessary recon detail. Remove it and the README pointer to it; the README's deploy summary (workflow + secrets) is sufficient for the public repo.
