Vendored dependencies (ghastoolkit 0.18.3, requests 2.34.2, urllib3 2.7.0) already require Python ≥ 3.10, since urllib3 evaluates PEP 604 union syntax (X | Y) at import time. Any vendor-dependent job on 3.9 fails at import with a TypeError in vendor/urllib3/_base_connection.py, unrelated to first-party code. With 3.9 also EOL upstream, we drop it repo-wide rather than patch around it.

  • CI matrices
    • main.yml: 3.9-3.13 → 3.10-3.13
    • cli.yml: 3.9-3.11 → 3.10-3.11
    • docs.yml: setup-python bumped to 3.10
  • Docs
    • README.md / CONTRIBUTING.md minimum requirement updated to Python ≥ 3.10
  • Scripts & comments
    • policy-as-code / policy-as-code.ps1 "Python not installed" messages updated
    • Stale 3.9 references in vendor-sync.yml required-check names and markdown.instructions.md updated to match new matrix
