Visibility of running batch automatic translations #22028

Describe the problem

Running a batch automatic translations shows a nice progress bar in the browser window of the user that started it.

But there seems to be no other place where it is visible that a batch is running. Reloading the page loses the progress bar. There is no "refresh" icon as with repo updates. There is also no history entry that something has started and no entries are created during the run. All history entries for the translations are created at the end of the batch run.

Instance admins also have no insight into running batch translations and have to rely on logging entries to see if downtime can start.

Solution brainstorm

• Give some indication in the components/translations list views (from where batches can be created) that a batch is running, similar to the refresh icon
  • On click on that icon show the progress similar to a running component refresh
    • Show who started the batch, plus log it in the history (would reduce the need for Make the user that triggered the bulk automatic translation the author #15268)
    • Stop action is covered by Stop batch automatic translation function #13055
• Maybe list all "relevant" running batches in the batch automatic translation view
• Give the /manage/ view a listing of all running batch translations on the instance

Additional context

Other translators are also able to launch another batch, there seems to be no queuing, and it appears a later batch can overtake a earlier one.
