The owner's ruling: never a flat wait time — sleeping and assuming the thing happened is always a sign of bad code, in the tree and in its tests. The one exception is a time a hardware document mandates where no notification exists, cited at the site. Code waits on the event itself, bounded by a timeout that fails loudly; no defensive code; fail fast, never degrade silently. The owner: the cost is Claude tokens and the owner's time, not CI minutes. The transcripts' usage over 907 agents showed cost following how long an agent runs. The flake census showed four written fixes stranded for a week behind unrelated reds, and a nightly red 42 nights running with names nobody owned.
